Italy Redefines the Renewable Market: The Impact of New Regulations and the MACSE System

The Italian renewable market is facing a critical moment with recent regulatory changes. The MACSE system, designed to flexibly manage the electrical grid, and the electricity market reform are key elements in the transition toward a sustainable energy future.

Italy is undergoing a crucial phase in its transition to renewable energy, driven by significant changes in its regulatory framework. These include the introduction of the Storage Capacity Acquisition Mechanism (MACSE), the Suitable Areas Decree, and the FER X legislation.

The FER X Decree, which is currently under discussion, aims to boost electricity generation from renewable sources, supporting the energy transition towards total decarbonization by 2030. However, it also creates expectations and uncertainty within the sector.

Fabio Costa, an Energy Engineer and Critical Infrastructure Analyst at Leonardo, examines the regulatory situation in dialogue with Energía Estratégica España, and states, «We expect FER X to be suitable for making good investments and enabling renewable energy operators to achieve the 2030 goal.»

Additionally, Costa highlights that the TIDE regulation (Integrated Test of Electrical Dispatching), which will take effect in 2025, will shape the electrical system and will share many characteristics with the European electricity market reform. This regulation pertains to the transition and modernization of the italian electrical market design, with the aim of adapting it to the needs of the energy transition and making it more flexible and efficient.

Regarding the challenges facing the sector, Costa expresses that the project approval process is «too slow and needs to be accelerated.»

Energy Storage and the Impact of the MACSE System

Italy’s energy storage sector has significant growth potential, with 4 GW of installed capacity and an ambitious auction scheme. It is important to note that the Italian government is developing the MACSE system, which is based on competitive auctions.

The system is still in the regulatory development phase, and approval of the «Fabbisogni document,» which defines the amount of electricity production capacity that can be allocated to each area of the electrical grid, defined by TERNA, is still pending. The first auction under this system is expected to launch by early 2025.

«There are high expectations; new products for time-shifting will be sold to new VPP (Virtual Power Plant) units in a specific market; there will be specific auctions (€/MWh/year) to support the development of these new BESS systems», Costa says.

Another key mechanism for storage is the capacity mechanism. Costa comments, «They represent a high cost to society and must be balanced to not exceed the benefits; they may be necessary to ‘reduce’ the learning curve of a technology and make it ‘competitive,’ or to support old technologies that are not profitable but are still needed.»
