Germany’s Federal Network Agency has detailed the first solar system tender for 2025, setting a record volume of 2,625,069 kilowatts with a maximum value of 6.80 cents per kilowatt-hour. This tender is part of the legislative reform dubbed «Solar Package I», aimed at accelerating the country’s energy transition.
The deadline for submitting bids has been extended to midnight on 3 March 2025 at the Federal Network Agency’s headquarters in Bonn. The original deadline, 1 March, was adjusted as it falls on a Saturday.
Key Features of Solar Package I
The Solar Package I introduces significant reforms to the Renewable Energy Sources Act (EEG 2023) to promote the expansion of photovoltaic energy. Key changes include:
- Increased maximum bid quantity: Raised to 50 MW per bid, up from the current 20 MW.
- Higher maximum values: For specialised solar systems, such as agri-PV and moor-PV installations.
- Special allocation procedures: For installations on agricultural lands and disadvantaged areas.
However, these updates require state aid approval from the European Commission. Until approval is granted, tenders will follow the existing regulatory framework.
«The current regulatory framework will remain in place until the European Commission grants the necessary authorization for changes under Solar Package I,» the Federal Network Agency clarified in its announcement.
Solar Tender Performance in Previous Years
Germany has maintained a strong commitment to solar energy expansion:
- 2024 Solar Tenders: Approximately 8,000 MW of photovoltaic capacity was allocated, advancing the goal of 215 GW by 2030.
- 2023 Solar Tenders: A total of 9,500 MW was awarded across three rounds, with an average award value of 6.30 ct/kWh.
Solar Capacity Growth in 2024
In 2024, Germany added 16,179 MW of solar capacity, bringing its operational capacity to 99.2 GW by December 2024.
Regional Contributions:
- Bavaria: 3,943 MW
- North Rhine-Westphalia: 2,130 MW
- Baden-Württemberg: 2,126 MW
In December alone, Germany installed 1.44 GW, including:
- 255.4 MW of unsubsidised systems.
- 590.8 MW from ground-mounted solar parks.
- 597 MW from subsidised rooftop systems.

The total tender volume for 2025 is set at 9,900 MW, distributed over three rounds, to sustain prior growth momentum and progress towards the 2030 goal. However, delays in regulatory approvals under the Solar Package I pose challenges. Key reforms, including higher bid values and specialised procedures for agricultural lands, remain pending European Commission approval.
